What happens when an LLC is owned by another LLC?

The resolver follows the chain of officers, managers, and registered agents across entities. When a chain cannot be resolved to a person, the record is flagged for your review instead of being guessed at.

Do I pay per contact?

Enrichment runs cheapest-first specifically to keep the cost per resolved contact low, and bulk runs show you scope before they start. There is no per-seat data contract hiding inside the subscription.

Is this a purchased contact list?

No. Contacts are resolved from public records and enrichment sources for your market and your pipeline, then verified. Your resolved contacts are yours; they are not resold to other customers.
